If i applied for a job in my local city and they told me that i was going to start working in 1 week and now they told me that the local location for this job isn't ready, is it legal for them to be trying to send me to a city thats 2 hours away to work? and can i get fired if i decline to go?

If you're in a union covered position, file a grievance. If not, then you're an at will employee that can be fired for any reason. Try to negotiate with them to resolve it.
