Legal Question in Business Law in California

Auto body shop took my car in for repair to a VW Dealer.

They charged $140/hour of labor. Total cost came out to $1400. All of it including labor for a $25 part.

I was deployed during this and upon arrival back into the states, I came across this $1400 invoice that needed to be paid or I wouldn't get the car back.

The auto body shop told me the price would be around $200 total. I did not sign any authorization form for any amount and the auto body shop authorized the repairs.

Is this legal? I was expecting a $200 invoice and the total came to $1400! Can the auto repair shop pay the difference.
