simple --- if zoning allows it and you qualify with the abc alcholic beverage control board and i suggust you get a real attorney experienced tin real property and abc appliction and procedures. If the ABC licenses it, you can do it. You need to check with that agency and apply accordingly. You will need to qualify as an individual for the licensure, and you will need to make certain that you are not violating any zoning ordinances. All of this can be a bit tricky. If you can afford to do it, hire counsel.

By "drinks" I assume you mean alcoholic beverages, soda machines have been in barber shops since I was a kid. I am not aware that it is necessarily illegal to sell alcohol (either beer or liquor) to barber shop patrons if you have the proper alcoholic beverage license. I am aware that there now exist trendy barbershops-men's clubs where they hand you a beer when you walk in, which seems like a pretty cool idea to me. If you are considering opening such a business, you might call your local Alcoholic Beverage Commission (ABC) office and ask them.

I think it would be fundamental that the barber, who wields scissors and razors, not drink the alcoholic beverages while on duty, however.
