can a business seize all incoming money from another business even if it puts the other business out of business.

Don't know what this means.
How can it "seize" all incoming money? Is it stealing funds? Does it owe money? Is it simply competing in business?

A "business" can't do anything of the kind, but a Marshall levying to collect a judgment for a business can unless you go to court to seek protection and exemptions if they validly have any. Consult with counsel about the actual facts to get an informed opinion.
