Can I own a business (a shop) on H1B visa status while continuing working for my current employer?

Please note that there is a big difference between OWNING a business and WORKING IN a business. An Australian billionaire can own newspapers in the United States without a visa of any kind. However, he could not sell his own papers on a street corner in New York without a proper visa.
