Must California restaurants and fast food businesses serve free tap water to people? (Not necessarily customers)

Restaurants have the right to refuse service to anyone.
They must serve fresh drinking water to their employees.
No such requirement exists. However, if a restaurant does serve free water to some patrons, it could not refuse to serve it to others if the distinction is based on race, creed, color, national origin, etc.
They don't even let you use the restroom unless you're a customer. As a franchise attorney, I advise clients to pay and go. Once you're a customer, the picture improves - even with respect to water. Consult with a good business or franchise attorney in your area for specific advice.
