Need a case lawyer , bad. Paypal case
Briefly, I sent a product to a consumer; they did not want it, supposedly. They then gave a fake tracking number to Paypal that they were sending the product back. In the meantime, Paypal pulled 630 dollars off my account in holding. After several weeks; calls, emails, and complaints they acknowledge that the tracking number was not real and did not have signature confirmation which is required on goods over 250 dollars. So what did they decide to do? They released the funds to the buyer two days later and sent an email saying they have confirmed I have received the product. After putting me off several times no one had any clear answer of why this happened, and I was told it was going back to review by each agent 6 different times. I was then sent an email stating their sorry it happened to me but there is nothing they can do, recognizing that they were at fault for releasing my money. When I called today I was basically dared to put a lawsuit on them. If anyone has any info or help or wants this case please respond ASAP. Thank you

It sounds like a small claims case against both PayPal (perhaps) and, more importantly, the disgruntled buyer. Either return the product or return the money. Good luck.

Sue them both in small claims court. Take copies of all your proof documents, and a chronology of all communications. Be prepared to tell a concise story in 5 minutes that shows they violated their own rules.

I can imagine that prosecuting a suit in small claims in California is not an inviting project for a resident of New Jersey. Do you travel to California from time to time for other reasons? Otherwise, unless you were lucky enough to get a default judgment, I don't see a practical way to handle this through the "legal system." Sorry.
