company gas card theft
if a company gas card is stollen can the charges be applied to the employee or the department that employee works for by the owner of the company

To a dept, probably. Not to an employee unless fraud or theft by him is shown.

In addition to the circumstances mentioned by Mr. Nelson, I would say "probably" if there were a contract or oral understanding between the company and the employee to that effect.
