Company Promotion
Is it illegal for a company to call random people out of the phone book in an attempt to promote thier business?

If the business does not have a pre-existing relationship with the person called and the person has been placed on the state or federal "do not call list," probably. In addition there may be some liability under the Telephone Consumer Protection Act.

Also, what do you mean by "promote their business?" That could mean selling products - Mr. Hoffman's answer covers that. Or, it could mean asking for investment or selling its stock. That would be illegal under the securities laws.
