can employes of a business being shut down by a county official 7years early from there contract start a class action law suit for pain and suffering and stress of losing there job

If the question truly is can they START one, I'd say the answer is yes. However, you probably really meant to ask what the employees' chances of winning are....... and in that case, I'd say "slim to none." If the employees (or their employer) have a chance, it's probably to pursue administrative remedies against the county official, and I couldn't begin to know how such an action would be framed and brought without full particulars about the kind of business and the alleged reason(s) for shutting it down.
