Is it legal for an employer to lower your income? Like a dollar less?

Yes. You're an at will employee.

The answer is usually yes, but it depends on the circumstances. If someone is a civil servant or protected by a collective bargaining agreement (i.e. belongs to a union), it might be difficult to simply reduce someone's wage. However, most workers are "at will" employees and they can be fired any time for almost any reason that isn't specifically illegal such as racial discrimination. And if you are an "at will" employee, your employer could just as easily fire you as he could reduce your pay. If the employer does arbitrarily cut your pay for no apparent reason, that might be a signal to start looking for a new job.
