exclusivity laws

I own a dry cleaners in ca. and I just had a new dry cleaners open-up in the same complex--name removed--Is this legal and what are my options.

What does your lease say? That would probably be the only place for a restriction.

"Legal"? Unless it is under the same landlord, and there is a lease provision protecting you from competition in the complex, all he is doing is pursuing the American dream, just like you. If your lease protects you, then deal with the landlord with your claim of breach of lease. Even if the lease doesn't specifically protect you, you have an argument that the landlord is allowing damage to your business. It is legal in the sense that it is not barred by any law. It might be a breach of your private contract with your landlord.
