Legal Question in Business Law in California
Hello,
I am planning to start a website that asks people for money for submitting their content to be posted on a certain page of the website. Since I will be getting thousands of content, I dont guarantee that their content will be posted anytime. The money asked is a minimum of $1.00 for consideration of posting and maximum of anything as the submitter wishes. Is it illegal to hold on to that money or can I accept it as a donation to the website?

I can't imagine why you expect anyone to pay for uncertain posting on an unknown site, but I guess that explains why I'm not a dot-com millionaire. I think (1) you need to be clear that no promise is made as to when, if ever, submitted material will be posted, and (2) that you aren't a charity and contributions are not eligible for tax treatment as a charitable donation.
