Can Ceritified Profesional Building Designer sign of their own plans for Building Permit in California?

I'd say probably not. As recently as 2006, building designers were not recognized as the equivalent of architects for purposes of preparing construction plans, but their trade organization was lobbying hard to pass new laws to change that. I don't have a current copy of the Business & Professions Code here at home, but my belief is no law has been passed to allow this yet. Ask your local permit agency.
