can a laundromat tell me i cant dry there unless i wash there?

The laundromat can make whatever rules it wants, as long as they don't violate any laws. There is no law that requires it to let customers bring in wet laundry and use only the dryers.
Unless there is more to the story -- for example, if the rule you describe is enforced only against black customers -- I'm afraid you're out of luck.
