Whether the public may use the store's restrooms is up to the owners and managers.

Stores and businesses do not have to provide bathrooms for the public, and if they do, they may regulate and control the use in keeping with the rule "we reserve the right to refuse service to anyone we choose". A person making a nuisance of themselves in a business can be arrested for trespass.
