is it legal for a car dealership to take all of your personal information?

Depends on what you mean by "all your personal information" Most likely yes, since they are making condition on determining whether to take the risk of your creditl. If you do not like it you can always move on.

Only if you want a car and are applying for financing. But if you just drop by to buy a soda out of the vending machine, I see no reason to give them your personal information.
