Is it legal or illegal for animals to be in a store that sells human food?

It's illegal, but many storekeepers have a cat and nobody really minds.

It is illegal to allow animals in food prep or use areas, and all businesses can ban all animals all the time, unless properly certified guide dogs, with proper display of 'guide' markings such as vests, being used by certified disabled people, in public access places. Animals are not people, they have no 'rights', to access or anything else.
