I am a interior designer for a restaurant project that owes me 15,000 in design fees. The have stopped making payments and I want to file a lien in case she sells the property (she owns the business and the building). Can I file a lien?

If you follow all the rules and time-lines required of you to avoid you being liable for damages to her. All a lien does is prevent sale without you being paid. You still need to sue, so focus on that.
