Can a LLC (partnership) file pro se in California?

An LLC isn't a partnership, though many are taxed as partnerships.
An LLC, like a corporation, cannot represent itself in court, nor can it be represented by a member. It must be represented by an attorney admitted to practice before the court in question.

LLCs are not partnerships. LLPs are; perhaps that is what you had in mind.
An LLC may not represent itself in court and must hire a lawyer. But there is one major exception to this rule: an LLC can represent itself in a small claims court.
