Private clubs are about the only way you could have smoking rooms without violating all the rules, if it is set up and run correctly.

Every business needs to be incorporated for personal liability reasons. Your attorney and tax adviser can help you decide which form to take.

You need to decide, if you want to do this, how you will generate enough income from membership fees to pay the rent, taxes, insurance, maintenance, advertising, overhead costs and other bills. You'll have to establish formal criteria and standards for membership, and application rejection standards. If you just want to invite friends into your garage without cost, it is one thing, but if you intend to run this as a business, you'll have issues to resolve.
