recently a contractor hired a fumigation co. to tent a mobile home. my question is can a contractor hire them without having a pest control license himself?

If the contractor holds a general contractors license, of course. That's what a general license is for, to hire specialists and supervise them. If the. Contractor holds a specialty license, then maybe. Some specialty licenses permit limited subcontracting to other specialties.
