Legal Question in Business Law in California

I have a small trailer/workshop with power which comes through another business unit but has it's own power meter.

The owner of the other unit is a complete madman from drug and alcohol use over the years and has a very nasty attitiude towards me. This comes from a number of areas but he did some small job for me and completely screwed the dimentions on the work so to cut a along story short I refused to pay him. We are only talking $400 here but it was too much to lay out in the current economic climate and this was last spring in the real crunch time. I have never dealt with him since and he cut the power, reducing my ability to work in the unit. The meters are located in another unit that he does not control and he has to take down a wall to gain access. He is not the Landlord of the property and rents just like I do.

Is a legally able to do this as it seems PG&E are the power suppliers of this state and do I have a claim for the disruption to my Business?
