Of course, the "cheapest" way is to "borrow" terms from another similar website; however, that would (1) violate someone's copyright and (2) presume that such terms were lawful and consistent with your business plan and risks. It is better to spend some funds (hopefully on a fixed fee basis) to obtain the assistance of a lawyer with experience in Internet law.

The 'cheapest' way is to stumble through and hack it together yourself with some generic or pilfered forms you find on web. That provides no assurance of effective, proper or complete language that protects you from various liability issues and other legal problems. The proper way is to hire counsel to do it right and treat it as a cost of doing business, like any other properly organized and run business.
