Valid License
If you own a small business, are you required to have a valid business license at all times? When don't you have to file taxes?

Your question is too vague. Business licenses are usually required by the city or county, not the state. Certain professions, such as building contractors, real estate agents, hair dressers, etc. are required to have licenses issued by the state after passing specific exams.
Regarding taxes, a business should always do tax returns. Even if you show a loss, the government expects you to show your income and deduct your expenses.
