If you're claiming false arrest by police, you first need to be exonerated and found innocent [no convictions or plea bargains], and also need to do so without signing any waivers of claim which would normally be required. To have any hope of a case, you'll have to prove that the officers willfully and intentionally acted outside the scope of their authority, a substantial legal hurdle since they have plenty of authority and discretion. You can understand, I assume, that the laws are designed to avoid police being sued by every unhappy person arrested that isn't convicted.
