Legal Question in Civil Rights Law in California

I was caught switching prices on an item at Home Depot. no merchandise was actually stolen. no police involvement. I was told by security I would receive a letter in the mail with a fine of approximately $100. the attorneys that I'm receiving letters from are now requesting six hundred and fifty dollars. there's no way I can pay this amount.

I'm curious what my rights are because I feel I'm being bullied by this attorney office and being given a fine of way too much... I hope you can help

Pay it or not, that's your choice. You are under no obligation to pay it, but they can sue you in civil court. Whether you pay it or not, whether they sue you or not, the store can still also file criminal charges, and most will. You should gather money to pay an attorney for criminal defense.
