Either the County Sheriff or local police chief, depending upon your county's rules. "Gives" is not the right word. 'Approves his portion of the requirements' is. That occurs only after you meet and satisfy the state requirements for training, and after you pass the federal background check for criminal record clearance, and after you demonstrate a legally recognized 'need' in compliance with state law.
