Child Protective Services
I want to know if there is a law for the police department to notify CPS of a case that relates to a minor being injured by an adult that is not the childs relative?

Yes. All child abuse has to be reported.

Police officers are mandated reporters of child abuse. Hard to provide a better answer without more facts.
