Legal Question in Civil Rights Law in California

civil suite

I live in atascadero ca..Its my understanding that in certain areas or cases that the officer and not the county of employment is liable in civil suites.For instace.If a court order,signed by a judge is presented to a police officer to be up-held,and is refused service.Personal policy is given for the reason for refusing to up-hold the court order, and no law or other legal written reason for not up-holding a citizens constitutional right to enforcement by a police officer. If liable,can the officer be sued?

It's not clear what you describe, but individual officers are personally liable for only willful violation of civil rights as defined in the laws. That doesn't sound like your situation.
