Is this Denial of Rights Under the Color of Law?

Child spanked,against discipline policy,center Director admitts, governing agency does nothing. Licensing Div. issues citation violation of personal rights.corrective action,anger management class. Center Director still there. Police report D.A. doesn't pick up, he's married to the Director of the governing Agency. This is a federaly funded state regulated Preschool. I know I went through all the ''proper channels'' I was, before this, on the policy council and the chairman.This is the only preschool in this little town. Have documented all conversations. Does this fall under violation warning 18 U.S.C 242 18U.S.C 245 42 U.S.C. 1983 Denial of Rights Under Color of Law? If so what type of attorney if not civil rights should I contact. Thanks for the info. Beyond frustrated

You said spanking, not beating, right? Any court, judge or jury is going to ask what is the damage justifying a lawsuit?
