Is it legal for my employeer to send copies from my employee file to a friend for an opinion about me and my work ethics?

NO. You have some privacy rights, and it sounds like they have been violated. IF you can prove such disclosure, then you may have a claim. The value of such claim is hard to determine. What damage have you been caused? If there was personal medical history in the file, that is a separate legal claim as well. Feel free to contact me to discuss your rights and remedies.
