Is an employer legally allowed to log on to an employees computer as the employee and make changes to the employees computer without the employee knowing.

The employer owns the computer and what's on it, not you. You have no privacy rights to that computer or anything on it. If you use it for personal things, you could be fired for cause or misconduct.
