Legal Question in Civil Rights Law in California
My employer withheld $685 from 2 paychecks for a garnishment from the CA tax board DMV collections dept.that was;
1). only $156.
2) Never sent me my copies of pages 4&5 immediately per step #1 of the order.
3) Didn't stop once the goal amount had been reached.
4) Apologized for the error then won'y reimburse me for the mony.
5) Instructed me to wait 6 weeks then I could contact the DMV to receive my pay from them.
How can I force them to just write me a refund for the $529.95. I've gone through the payroll dept. and all the way through HR to know avail.

Your simple solution is to file a claim with the Labor Commissioner, seeking the money and penalties. I'm not sure they'll take that claim, but you can try.
