Can a federal agency cancal a posted vacancy announcement to keep the best employee who is black from being promoted?

No, they can't discriminate. Whether canceling a posting amounts to that is up to you to prove, and proof means 'evidence' such as witness statements, admissions, documents, etc., not merely your speculation and beliefs.
