Legal Question in Civil Rights Law in California

Federal civil rights law

Is there a statute of limitations on federal civil rights offenses? For example, if I believe that the federal government violated my civil rights approximately 20 years ago, which has caused me great harm, has the statute of limitations run out on this event?
