felony disclosure
is it true that one does not need to disclose a felony conviction if the conviction is 10 years or older ?(unless, of course one is applying for law enforcement)

Dream on. Records are forever. Failure to disclose on any government application is grounds for a perjury charge, and will certainly disqualify you from consideration for the position WHEN they find it during a record check on you.
If you want to try to get it expunged from your record [if you and it qualify for expungement: no recent convictions, no prison time sentenced or served, not a domestic violence charge, etc], feel free to contact me. If expunged, then you can say 'no' to convictions on most private employment applications.
