how do i file a complaint againt the police

my 19yr old nephew was arrested while riding his bike on his way home from work, right around midnight(he works swing shift). There was no specific reason why he was stopped, other than the time of night. the police searched him and found a steak knife (blade only)with tape for a handle, which he uses to open boxes at work (his company is willing to provide a letter to back this up). He was arrested for mfg. of a weapon. there were 2 officers present ,one of which told the other officer just to let him go, but he chose not to and treated him like crap in the process. i bailed him out on a $20,000 bail (of which i had to pay $2000 to get him out). the police did not let him call anyone and in the process damaged his bike. i tried to get a copy of the police report w/the police dept. & told i had to get this thru an attorney. we went to court today, and now there is no record of this case and was told @ the court that they do not provide police reports. i went to the bails bond to notify them we did go to court & they said maybe the case was dropped. if this is correct can i get the bail money back? also who do i call for help to file a complaint against the polce dept?
