Legal Question in Civil Rights Law in California

I went to a free clinic for a matter of birth control. I mentioned I was taking the medication Keppra that I was epileptic he then demanded for my license. He verbally hurt me and threaten to call DMV to suspend my license. He also declined to provide me with his MD License

Do i have a case under civil rights and discrimination?

You realize don't you that doctors are required by law to report to DMV anyone with a medical condition that could result in blackouts or seizures?? Epilepsy is the classic example of that. If you have such condition, you are not allowed to drive or have a license unless certified by a doctor to have it fully under control.
