Legal Question in Civil Rights Law in California

Harassment

There is a white mals security officer at work who has, to my knowledge, verbally harassed three African American women and one Hispanic woman, including one three times. Most of the time there were witnesses. One encounter lead to the firing of one of the women based on his word. The woman sat in the building lounge and cried. The woman he harassed on three occassions was also reduced to tears. He has also framed me, an African American male, who discovered that he had released the wrong person for a violation, even though there were witnesses on hand to identify the culprit. He released a Hispanic male without cause when the culprit was a white male. The agency is a federal agency, however, the word is that this security person is untouchable. I am not using race here as an excuse but as a fact. In fact, many white workmates also understand what we are up against and feel powerless. None of the victims are aware of the other's experience. Is the evidence compelling enough to take on the harasser and agency?
