Legal Question in Civil Rights Law in California
Who should be held responsible/liable for unauthorized entry in a residential condo if the intruders are NBI agents with search warrants and building security was present during the break-in. They destroyed the window of the condo to gain access and they took several not-contraband items with them (TV monitor, modem, cooker, speakers, computer). There was no illegal activities involved, no criminal charges, and there was damage to property and lost items. Nobody was home when it happened.

It wasn't "unauthorized" and they weren't "intruders", with a search warrant. You may have grounds for a damages claim against the government, federal, state or local as appropriate, for the property damage and loss. It would be filed against the agency involved. Contact them for claim form info.
