Illegals suing
May an illegal alien file a lawsuit against a U.S. governmental agency (i.e., a police department)? If yes, what is the rationale/basis for this?

Yes, if proper grounds exist for such suit. However, there is nothing to stop INS from being called and the illegal being deported as the law requires.
