Legal Question in Civil Rights Law in California

I believe my old landlord violated civil codes in our apartment there was shared water meters and it was divided by person even when I worked out of town 5 days out of 7 i payed the same.The meters are shared and there is a third party billing company that needs a profit to pay its workers. this was never disscused or agreed on.

It is not unreasonable for the landlord to just divide the utility bill equally as they do not know who uses what amount of water, etc. I would be surprised if the lease does not cover this issue, but if it does not it would be whatever is reasonable.
