How can I have a municiple code changed if I feel that my constitutional rights are being violated?

Change a code by getting enough political support to have the city council vote to change it.

If arrested and charged with violation, you could fight it on constitutional grounds, taking it up on appeal as far as needed. A quite expensive process in attorney fees.
