What is the lawful way in california state regarding the transportation of minors from school to a mental health facility?

If you are a 'school' asking that, you'd better contact the district's legal counsel for actual legal advice. I assume you are a family member questioning something that happened to your student. No one can give you a useful answer whether something was done improperly or illegally without knowing all the facts and issues. In general, if the school believes the student needs medical/psychiatric attention and treatment, they may make 'reasonable under the circumstances' decisions on how to accomplish that. Danger of physical harm would be handled different that a runny nose. No one here is going to give you a law school and practice of law education in answer to your question.
