we are being stalked by an old nabor from MT. state, starting from 1992.flashing lights in are home, dints on are car, banging on are walls and people at are door and the list just goes on. PLEASE HELP.

"Help"? Call the police.
If you have actual proof like pictures or witnesses, not just your speculation, you could also sue, but pragmatic issues like judgment collectability need to be discussed.
