Legal Question in Civil Rights Law in California

My neighbor's 6 year old son was accused of some kind of innapropriate sexual act upon another child. The accussing parent filed a police report which the police now refuse to let the parents of the accused child read or review. The police state this is in accordance to legal code 6255. Is this truly legal? Why do the parents of the accused NOT have the right to review what the police reported about them or their son?
