Can a person who has been convicted, spent his time in jail and gotten off parole, then sentenced to do more time for that same offense?

If he successfully completed parole, then no.

If he violates parole, then he can be called to serve the entire sentence, but there would be no new sentence.

No. Only a parole or probation violation would put you back in custody.
