can the police have your car towed when it is unregistered even if its on private property?

"Can they?" Well, they did, didn't they? It is up to you now to deal with the problem. You'll likely need the help of local counsel to bring a claim of violation of your 'rights', and seek return of the vehicle, if it is worth fighting for.
