Legal Question in Civil Rights Law in California
can the police department deny someone a copy of the actual report/incident report/arrest report from their arrest or is it a violation of their rights?

It seems odd, and in my opinion an unconstitutional violation, but that seems to be the way they work. Even when they give the reoprt to an attorney they frequently delete the names and addresses of witnesses and victims.
